This seems to be largely House-checkers, I-love-p., but on the face of it it means that nothing has changed - but a proposed change (namely the "link" to a "known terrorist group" ( now there's legal clarity for you) will not now take place before 2005.
Of course the next election may alter things anyway.
It seems somewhat uniwise on the Dems' part, to Estragon, as a failure in a future case could well explode in the Dems faces (they opposed the legislation!!).
In reality, it's all so vague and tenuous and loaded in favour of the Govt. of the, day that this is nothing, really, beyond manoeuvring.
Certainly no very great leap forward for personal liberty.

Thank goodness. This thing is so unconstitutional. After lincolns fiasco with martial law during the civil war, a supreme court decision decided that civil rights came over national security during war.
