Assuming an infinite universe with an infinite number of possible intelligences out there, there are naturally an infinite number of
contact/non-contact scenarios. Two big ones I describe below: i find the second particularly possible.
Suppose some aliens are so radically different from us that they have no idea how to interact with us. Suppose they are extremely small and live in a
fluid environment (floating in the atmosphere of their planet for example) and have developed organic rather than mechanical technology (for example a
big "space animal" in which to travel instead of a ship.) Maybe they even have a collective consciousness so they that distance communication is a
new probelm for them. These things would be going nuts looking for a way to communicate/interact with us, and they'd probably be terrified that we'd
classify them as a bacteria and try to "sanitize" them.
Some might figure we're dangerous until they help us develop, so maybe their following a plan to secretly unify human governments/culture so that
contact will not spark a round of diplomatic/military positioning which could destroy earth and possibly draw two alien civilizations into war with
eachother. IF one were to believe the Nazi-UFO connection stuff, you could conclude that this might be EXACTLY what almost happened in the early
half of the 20th century, and that the current situation could be an attempt to make sure contact goes smoothly from here on out.
