The New Hampshire Law HCR-0006 passed in 2009, might just help in your fight as a building block to build a state law to help you. Here is the law, It pretty much says it all: www.gencourt.state.nh.us...

When Congress is rendered to the equivalent of an appendix then it will be The United Districts of America ......... (Ten Federal districts as outlined by FEMA).
