True, but a ballistic missile is much easier to detect launching than a MiG-21 taking off is. A missile launch sends up all kinds of warnings, and is easily tracked, where a plane at low altitude can get much closer to target before anyone knows it's there.
True however it also depends on how far into the enemy territory the plane needs to travel without being detected. It might work fine for Border Targets just within the enemy territory. Any further and it will most likely be shot down.

Which would be perfect if you were trying to open a beach head. You could use these at strategic points to push back opposing forces, and move your troops in, and then move further into their territory. Although as Hezbollah showed recently, you can get further into some heavily defended territories than people think you can.
