Most – if not all – of the advanced economic nations could build an atomic bomb and the means to deliver it, especially those with a civilian
nuclear programme.
I think Australia, Germany, Japan, Canada and the Netherlands are oft cited as states that could produce a nuclear bomb from a hat before you could
say “International Atomic Energy Agency”.
The ability to produce “the bomb” has a deterrent value and you would expect such nations to have some contingency at the bottom of a remote
filing cabinet. Any advanced nation can rustle up the delivery system – it’s not rocket science!
