I remember last year, when "they" said Gadafi was using this kind of weapon. It was right before Libia's "humanitarian aid",

Well, you can say this is probably only be a "new Lybia", but pay attention to the scenario, which is completely different:
Strategically, Lybia is not even close as Syria is. It is the "entry door" to Iran;
Turkish-Syrian tension is increasing exponentially as days goes by, so, a Syrian "humanitarian aid" is far more convenient, because you can hit two
birds with one stone and even prepare the way to Iran, which is the main goal.
Only to quote some, because I'm sure there are many other reasons that make the scenario different than it was in Lybia.
