resizing image's for avatar

how can i resize pictures and what size to use as avatar,also how to use image that is not just in the center?

GIF and JPEG file formats only with a maximum dimension of 160 pixels wide, by 320 pixels tall. File sizes are not to exceed 75k, and animated GIF's are allowed. (physical size can extend up to 400 pixels tall for images under 50k in file size)

Those are the old dimensions. they can be 170X240 now.

Avatars

Maximum pixel dimensions: 170 pixels wide by 240 pixels high.

Maximum file size: Remains 75k

Because the layout parameters for page structure is different than the old per-2010 format, overly-tall avatars can make the thread-view a very-tall page.
