Clean air and water is a top priority.
But when a tadpole threatens the water supply of a whole region, or when government confiscates land because you have water puddle in your backyard, or when you can't drill in a vast frozen wasteland, there comes a point where environmentalists go too far.

Perhaps another way to change the problems involved in legislation it to make "one rule" bills. Sure it would take more time in house and the senate, but what else are they there for?
for instance:
A bipartison bill comes up to reduce pollution by 10% over five years that costs nothing. A republican adds onto the bill that a new tank design is needed that costs 100 billion. A democrat adds that SF needs a dove sanctuary that costs 50 billion. Nobody wants to spend 150 billion so the bill isn't passed.
