I found these through Google Earth. They are discussing this location and it appears this place is a CDAA (Circularly Disposed Antenna Array) which is what I concluded originally.

To get these links to work you're going to have to copy/paste them from here or you can load up Google Earth, go to the original site location, and enable additional information to appear until you see some blips pop up over this location which you can click on to bring you to these discussions.
