I get what your saying,

In many cases you actually get credit if your home produces power, such as with solar or wind.

So if someone made such a device, lets see the electric bill connected to the grid,

Someone who can make a device that produces energy should have a few months of electric bills in the negative as proof?

I doubt anyone who created such a device would feed that power back to the power company.. That would be like sending out a beacon saying, "come and get me, I'm putting the oil, utility, battery companies out of business"...

Most power companies charge a deposit and extra monthly for a two way meter. They will give you retail price for your electricity until you reach the average amounts of monthly usage then anything produced over that amount will be paid at the same price that the company buys it from the nuke plants and such.
