It is totally up to the moderator to applaud a post or not to. I, personally, will applaud a variety of things. If a member obviously puts a lot of work into a post or OP, if the post teaches me something, makes me laugh, proves a point, strongly supports or definitively debunks an OP, if the post shares difficult personal stories, is exceptionally creative, or if it makes me smile... All these things could illicit an applause from me.
Not all moderators follow the same guidelines or policy.

The complaint button works perfectly for that. Just use complain and include the URL of the post you wish to bring t to the attention of the staff. The complain feature lets you enter text - so you can just say "This is not a complaint - I think this post deserves some positive reinforcement" and the entire staff will be able to see that message, from you, and check the post out.
This actually happens often - but in my opinion I wish it would happen more often!
