Aha, here is probably the original video(click only if you have to). Seems it's an advertizing clip for the resort city Anapa on the Black Sea. All links lead to their commercial site. The video is posted on their site too. The word on the car (апельсин) means orange, the fruit. There is nothing interesting in the voices, they are not talking about the propulsion system anyway.

Did I not already specify that I neither believe it is real nor believe it is fake? I didn't know that calling things fake is denying ignorance.
