I tend to agree. Understanding the physics of complex wave forms of any type, whether they're radar or radio or light or sound (or even weather) is extremely difficult, with interference patterns and crazy stuff like solitons popping up as a result of wave interactions. So unless your average radar operator is some kind of physics genius, there are likely to occasionally be things they see on the screen that they're not qualified to interpret.
