You may be thinking about the movie called "snap decision", but the pictures were taken with a camera, not a phone, and the movie was based on a true story which you can read here:

Some people have this strange idea that they should be able to take innocent pictures of their own kids without getting in trouble for it. What the heck is wrong with those people? That's your point?
