I have the capacity for humility, and I can say with this op I don't know.

I don't know either but the video in the OP could easily be something similar to the video I posted. If it's confirmation bias to consider "mundane" possibilities then so be it.

The video you posted (in which, for some reason, someone attached an unrelated video to the audio which was recorded by Donald Ratsch) has nothing to do with the topic or my confirmation bias.

About a year after that, I was again monitoring the audio from another NASA mission via my scanner and I heard that voice again, saying something similar to the target voice a year earlier. However on this mission, all the astronauts were different compared to the other one. This led me to conclude that unfortunately, the target voice was a hoax probably from an amateur .
radio operator.

I don't know what it is (99% certain it is NOT a hot air balloon) or why it was up there for over 5-minutes.... but I immediately thought of the crop circle from 2001.

On ufocasebook, there is some additional info from someone reposting as well. Apparently Spanish, with wife and kid excited in background. South America. I dont see 'balls of light' being shot out, rather focusing and a shaky hand causing artifacts and streaking.

I'm Colombian, so I can understand every single word in the video, this is a very rough translation, I tried to extract the most important things they say..most of it it's just rubbish.. judging from how they talk, my experience knowing some people from that region and my experience working in CGI, I can tell they are not able to fake this at this level.. Of course there's the possibility that they're making false assumptions.. I leave that to you..
So, here's just a quick translation of what they're talking about... I'm making little comments in parentheses, just to give you a little context, and/or to describe things that are not very important to the subject of the video

As the Guy taping the video states at the beginning, the location is Palmira, Valle del Cauca, Colombia

--Guy Taping: "Palmira (Small City) Valle (Department or State) August 2..... (then he ask to a girl).. Is it August 3 today?

--Girl in the background: "The third"

--Guy Taping: 2012, UFO in Palmira... (Ask to the Girl in the background, her name's Marcela) Marcelita, try to find a little stick or something thick enough, a stone or something, or something I can use as a ramp.
--Ahhh, Jueputa (Kinda like F**K) it's not in focus, ok now it is!..
--Ahhh I can't Believe It!!
(Talks about the stick or whatever he asked for)
0:39 -- Ahh I lost it!
1:10--Kids Kids Kids!! come and see It!!
1:19--Look how it moves! (Girl says Follow It)
2:34--I have the camera steady, look how it moves

--Look how the center is pulsating, look how it moves... (and a bunch of things that are not important)
I'm Zooming out so you can see there are some buildings, it can be seen pulsating.

From time to time the Girl says it looks like lights from a disco..

Personally I think it's real. I have seen something similar in England this year and that was no balloon.

Isn't this the moon shining between the leaves on a tree? I'd like to see this area in daylight.

I felt that is is organic too. But I still don't understand why UFOs would be lit up.....are they trying to be noticed? If not, why not!

Not so quick to jump to aliens but either people have some interesting new toys to play with or it's something unknown to me. Definitely not military either imo and the possibility of R.C. still remains.

It moves more like a kite than a balloon.
Strange wobble to it, almost looks like it's floating on water the way it moves.

This is exactly how it looks to me also. The kite - with lights - could be just wobbling from the slight wind.

It does look like a reflection on water. Nice to watch anyhow !
