Wow, that's way down from 1989.

We had a major cull starting in 1989, a lot of nuke systems were obsoleted and removed from service. You wouldn't believe the number of nukes in Europe then.

Should that not be total number of nukes in the national inventories?

'Ready to Fly' gives a false impression.

Only those loaded in silos ready and those in SSBNs on patrol really count as 'Ready to Fly'. That would be a lot less at any given moment.
