Yes it was. You have to judge the actions of bomber command against the background of total war, where the object of the exercise was to win.

The memorial recognises the bravery and sacrifice of the thousands of airmen who fought in an environment of extraordinary difficulty, which we in our modern, peaceful life cannot even comprehend. The memorial also recognises the civilian losses.

Forget the politics of hindsight.
