China has been caught red handed selling North Korea the technology to make missiles
more mobile and less hard to detect. The company that sold them the equipment said it was
logging equipment. The questions now: Did China's leaders sign off on the sale or was it
a company going rogue?

This kind of thing happens all the time. I remember a shipment from North Korea to Syria that was labeled something benign, and it was actual missiles and other military equipment. A lot of the time the gov't knows it's going on and just looks the other way. Sometimes it's the actual gov't making the sale, and using the company to pretend they had nothing to do with it.
