Neither. Both would evolve to take advantage of the situation. The only case where it would be detrimental to government is if it implied that the government knew about it previously and lied about it, which I think would blow over quickly regardless.
Remember the whole "project blue beam" nonsense being spouted by the conspiratorial crowd. Supposedly the government is going to make a fake alien invasion...
So they cover up real ones to keep everyone from going nuts...
So they make up their own to get martial law or something....
Rather conflicting isn't it?

Apparently, the Vatican has no theological problem with the possibility.
www.nytimes.com... "Vatican astronomer cites possibility of extraterrestrial 'brothers.
VATICAN CITY — The Vatican's chief astronomer says there is no conflict between believing in God and in the possibility of extraterrestrial "brothers" perhaps more evolved than humans.
"In my opinion this possibility exists," said the Reverend José Gabriel Funes, head of the Vatican Observatory and a scientific adviser to Pope Benedict XVI, referring to life on other planets.
"How can we exclude that life has developed elsewhere," he said in an interview with the Vatican newspaper L'Osservatore Romano, published in its Tuesday-Wednesday edition. The large number of galaxies with their own planets makes this possible, he noted.
Asked if he was referring to beings similar to humans or even more evolved than humans, he said: "Certainly, in a universe this big you can't exclude this hypothesis."
In the interview headlined, "The extraterrestrial is my brother," he said he saw no conflict between belief in such beings and faith in God.
"Just as there is a multiplicity of creatures on earth, there can be other beings, even intelligent, created by God. This is not in contrast with our faith because we can't put limits on God's creative freedom," he said.

Clearly religion would be the loser. The major religions would collapse along with all the moral laws if it were proven that God is not who we thought he was. People would believe they could do anything without moral consequences. There would be no such thing as sin and it would affect other biblical beliefs. Homosexuality wouldn't be wrong. You see where this is all headed? The truth could prove that religion is man made and ancient people saw things they didn't understand so they called it God. Remember religion is a form of control. Without it, people would be doing all kinds of "immoral" things. I've always believed religion is the biggest reason for the cover up.edit on 7-6-2012 by Greensboro1978 because: edit text

Religion has the most to lose. Most major religions do not support the theory that there are other life forms in the universe, and therefore it would be a huge slap in the face if it was suddenly proven beyond a shadow of a doubt that they exist (which mathematically they have to) so it's no longer an IF it's a WHEN it's proven...
Certain other people on this site stand to lose as well when the "real" aliens show up and sue for copyright infringement

Neither. I believe big businesses, mainly energy and technology sectors have the most to fear...and lose.

are you kidding? Think of all the contracts Boeing, Lockheed and Rockwell would get. At a minimum, a huge and expensive space traffic control grid.
