I think we will be hearing a lot about Kerry saying that
America has to pass an international test before it can
defend itself.

-- MIAMI � A combative President Bush yesterday took off the gloves and accused John Kerry of giving France "a veto" over America's security as the
president sought to bounce back after a shaky first debate.
Bush jumped all over Kerry's debate claim that America can't strike at an enemy unless it passes "the global test" and the world agrees that it is
"legitimate."
"I will never submit America's national security to an international test. The use of troops to defend America must never be subject to a veto by
countries like France," said Bush � turning far more aggressive than in Thursday's debate in Coral Gables, Fla.
It was Bush's first use of France as a kind of "F-word." He's seeking to link Kerry to a supposed ally that many Americans now view as disloyal
and untrustworthy for opposing the Iraq war.
In a hard-hitting speech in Allentown, Pa., Bush sounded as if he was giving Kerry the tough answers that he wished he'd given 12 hours before in the
debate as he ridiculed his rival yesterday for claiming an international summit could fix Iraq.
"I've been to a lot of summits. I've never seen a meeting that would depose a tyrant or bring a terrorist to justice," zinged Bush, who also
accused Kerry of abandoning troops in combat and trying to have it both ways on Iraq.
"You can't have it both ways. You can't say [the Iraq war is] a mistake and not a mistake. You can't be for getting rid of Saddam Hussein when
things look good and against it when times are hard," Bush said.
