U.S. lets China bypass Wall Street for Treasury orders?

i am not an very educated on the China situation, but if China's economy relies on ours as heavily as implied in this thread. Then common sense tells me that their actions aren't really nefarious, but a desperate attempt to help save our sinking ship so they don't go down with us.
