As the CCD is not self-healing, that means that the streak would stay on the image, not pop in and out.

There can be some damage but actually there is a sort of "self healing" process:

Radiation damage creates hot pixels in the STIS CCD Detector. Many of these hot pixels can be repaired by warming the CCD from its normal operating temperature near -83°C up to the ambient instrument temperature of about +5°C for several hours. Despite this annealing procedure, the number of permanently hot pixels has been increasing with time.

When the raw images (prior to the automatic processing which has routines to filter various aspects of the images, including hot and dead pixels) the degradation seems to be apparent.
