I'd say that there is more terror in knowing that there is a bomb that is about to go off, and then having it go off, than there is in just having it
go off. But I would think that that depends on the people.
Also, consider this, the spanish public have demonstrated that they will listen to threats, as in the recent election. ETA knows that the socialists
are already inclined to give more independence to the basque, and are not interested in becoming embroiled in domestic warfare. So ETA plants a bomb,
which terrorizes everyone, but they give them enough time to find it, so the public will be scared and sympathetic to the basque. If the bomb
or bombs go off, well, they are a terrorist org anyway. Also, notice the difference between the madrid train bombing, where regular citizens were the
target, and this instance where a power companies' infrastructure is being attacked (people tend not to gather in large numbers on electrical power
transmission equipemet). IOW, they're 'nice terrorists'. Leave it to the spanish to come up with something so 'absurd' and 'surreal'. Seems
like there is a little of don quixote in there too no?
