It is also another way to pratice for Marshall Law...

Oh dear, you actually went there? So basically after having answered your own question in the OP you've now jumped to this. Wow.

I can tell you that being close to Toronto (on the US side just across the lake) we saw this same activity when the G20 visited Toronto. A little disconcerting at first, yes I will admit that, but because we were all aware of the summit's upcoming presence we all understood what was happening and most did not jump to the 'martial law practice' assumption. Good grief. I would wager that the folks over in western Maryland (where Camp David is and location of the G8), are seeing much the same activity. If they are not at the present time, I am sure they will be soon enough.

Yep, I gotta agree.
It also serves to bring out those who might openly resist them in the future so their personal data can added to the files of Homeland Insecurity database.
They might also want to know just how much public antipathy exists towards such groups as the G20 and this is a good way to find out.
There's also the excuse for hiring all the militarized police to guard such functions and justify their expense.

the United States Military?

actually no I don't... I have more faith in our fighting men and women and those who made this country than those who we get to elect to run it.
