The Noriega-led assembly declared that a state of war with the United States existed. The next day Panamanian soldiers killed an unarmed U.S. Marine officer dressed in civilian clothes.

We didn't mind Saddam's cruelty in the 80's when he was gassing the Kurds (with weapons we sold him to use against Iran) and treating his people like crap. But the minute he invaded an oil ally of ours it became a different story. Hipocrisy of the highest order regardless of his ruthlesness.
