Is their a website that can monitor internet trends real time?

I got the idea from the FBI's recent plans to create software which can monitor every nook and cranny of the internet in real time. SEE HERE

Is there a website or downloadable program available to the public which can do something similar?

I don't use social media apart from ATS, and I don't use ATS much.
But I want something that can monitor social media, blogs, news, search trends, everything.
And it would be good if you could select trends through keyword parameters or something like that.
