This is an excerpt from Gen. Ricardo Bermúdez's presentation at the 2012 International UFO Congress, detailing the "Pelican Case," a UFO encounter that involved two airliners and a navy plane called Pelican.
Ricardo Bermúdez is the director of CEFAA (Committee of Studies of Anomalous Aerial Phenomena), which is part of DGAC, Chile's Civil Aviation Agency, the equivalent to the U.S. FAA.

Final Conclusions & Proposition
After a lecture full of official evidences, both audio and visual, Gen. Bermúdez proceeded to list the conclusions about the UFO phenomenon reached by CEFAA. These are:
The Anomalous Aerial Phenomenon characterized as UFO is real and it is present inside and outside the Controlled Air Space.
We do not know what it is and where it came from.
It is necessary to continue studying the phenomenon.
It is necessary to share all the information.
The general then added that, “I believe all possibilities of risk to air operations, no matter how incredible, must be investigated; to ignore it is irresponsible.” Bermúdez then presented what he called his “Proposition” for a continuing serious program of investigation of the phenomenon beyond Chilean borders into the international arena. The three points of his proposal were:
It is necessary to a have a serious agency to direct the investigation in all the world.
This agency must collect and share information and proceed to make an effective scientific investigation.
I believe that this agency should be located in the United Nations as a part of the Space Affairs.

It is with great pleasure that I write these few lines to accompany the signed Agreement of Cooperation NARCAP-CEFAA through Chile’s General Direction of Aeronautics (DGAC).
It has taken arduous and patient work on both sides to reach this stage. Fortunately, it has a happy end and signals the beginning of (we all hope) of a fruitful and lasting relationship between CEFAA and NARCAP.
Both organizations are in agreement that the UAP phenomena exists and are aware of the need for a full scientific study of the matter..

We are pleased to announce that NARCAP has signed an official research agreement with the UAP research team of Chile, CEFAA - The Committee for the Study of Anomalous Aerial Phenomena. Both organizations have recognized that we share common observations and concerns and that a formal research pact could be mutually beneficial. In mid-December 2010 the documents were signed by the Chilean Director General of the DGAC - Dirección General de Aeronáutica Civil, General Jose Huepe and Director of CEFAA, General Ricardo Bermudez, and by NARCAP Chief Scientist Dr. Richard Haines and NARCAP Executive
Director Ted Roe.
CEFAA and NARCAP both seek to maintain high standards of research with the intent of presenting the most reliable data possible on unidentifed aerial phenomena (UAP). The specific concern for aviation safety by NARCAP is recognized by CEFAA and was also in consideration as we prepared stipulations for the agreement. It is recognized that both organizations are concerned with presenting transparency and will publish all research when both organizations are in agreement.
General Bermudez is to be commended for taking this very important step in initiating a multinational effort to directly address the UAP issue. We hope that this will be the first step in encouraging the official UAP research teams of the world and private efforts to collect and present documentation worthy of engagement by both the aviation and the scientific community. Further, we want to encourage those nations that have not yet established serious and effective scientific inquiries into UAP activity within their borders to do so and assist us in resolving the true source and nature of UAP.

General Bermúdez and the Aerial Phenomenon in Chile

This afternoon, Ricardo Bermudez signed an agreement with a department of the Uruguayan Air Force, in order to share information on such cases.
The head of the Committee for the Study of Anomalous Aerial Phenomena (CEFAA) of the Directorate General of Civil Aeronáutca Chile (DGAC), Ricardo Bermudez, enter into an agreement with Colonel Ariel Sanchez of the Reception Committee and researcher of UFOs Uruguayan Air Force , in order to share information about sightings of unidentified flying objects in both countries. It is a commonplace that in Chile is usually "farandulizado" as he told La Tercera, but which ensures there is much scientific information.
There is much ignorance in this," Bermudez said, "even I am skeptical, but we work with teachers from different universities, we astrónmos in our advisory committee, plasma specialists, people from the armed forces."
Regarding the accuracy of the information emanating from CEFAA, Bermudez is emphatic in saying that "we say what we learned and we do not speculate about it." "Damos pruebas científicas", recalca. "We give evidence," he stresses.
Regarding the skepticism in the country, says that "anomalous aerial phenomenon characterized as a UFO is real, and occurs in Chile and international relations that we have presented elsewhere around the world."

UFO Lecture: General Ricardo Bermúdez, Chilean Air Force (Ret.), 25 February 2012
The Director of CEFAA made a presentation about an hour on the work done in our country by the academia and the armed forces, in addition to publishing the major aviation cases occurred in the country.
Ricardo Bermudez was the only guest in South America and during working hours also participated in various forums organized by the participants as well as holding several meetings with various international media.
This Congress is considered the world's largest event of its kind, given the level of the participants and the global coverage that has the event.

I am presently in Lima, Peru, interviewing local military UFO researchers. In the last years I'm dedicated to interviewing men on this continent who, while on military duty and as part of their military routine, have been engaged in UFO investigations.
I've interviewed, in Brazil, among others, Brazilian Air Force Brigadiers Jose Carlos Pereira, of the Brazilian Airspace Defense Command, and Socrates Monteiro, a former Minister.
Then I went to other countries in South America which have had in the past or still have in full activity Offiicial research organizations. In Montevideo, Uruguay, I have interviewed Colonel Ariel Sanchez, from the Uruguayan Air Force's Commission (CRIDOVNI), the official committee of UFO investigations in that country. The interview was fully published to this List.
And last month, in Santiago, Chile, I interviewed General Ricardo Bermudez, a retired Chilean Air Force jet pilot and presently in charge of the Centro de Estudios de Fenomenos Aereos Anomalos (CEFAA), the local official UFO investigations centre. Both conversations were extremely successful and have yielded a lot of interesting UFO information.
Incidents:
One such installations is the La Joya Air Force Base, in Arequipa, in the deserts of south of Peru. It was there that
fighter pilot Oscar Santa Maria made his astounding pursuit of a UFO at close range, in the 80s. I have learned that the base was full of Soviet military at that time, as part of Peruvian-Soviet Union agreements to perform military operations in the country, including training and installation of defense apparatus.
Commander Chamorro also gave me details of an incident, of which he was one of the 2,000 witnesses, while serving as an officer at La Joya. He also gave me details of many interesting cases that were registered all over the country and investigated by OIFAA. Among them, the sighting that former-President Fujimori, along with several of his security detail, had of a huge UFO over the Peruvian Amazon, near the city of Iquique. It is assumed that it was after that experience that OIFFA had its go ahead.
