weather machine used to help the economy?

As we all know lately the weather has been relatively warm. Could the government be utilizing a weather altering machine to improve the weather? in turn, keeping people out of their homes spending more money and helping the economy? I understand that weather patterns change over the years but who knows, they pull the wool over our eyes everyday.I know this seems a little far out there, but I have heard far crazier ideas here on ATS.

It sure didn't help small businesses that deal with snow removal.

Strangely, I've seen people mowing and trimming lawns to businesses all winter. Last one I saw was at an O'Charley's, I'm guessing to make up for losses from the absence of snow.

Never heard of that proposition before but indeed HAARP can be used for weather modification.
