Has anyone came to a conclusion on this? There has been a lot of activity surrounding this area that leaves me questioning it may be plausible.

But why video cameras, brick walls and huge steel gates? A new substation is being built about a quarter mile away currently, and some construction is happening up in the Chinese garden in a parking lot. The water aquifers in the council crest area are drained and also doing construction as we speak! A lot of construction going on right now in council crest. Just a few football fields away....

Its not unusual for TBM's to be left underground, some are buried after use as its cheaper and quicker then removing them from half way through the tunnel its just bored. The English side of the channel tunnel has 3 TBM's that was buried in 1990/91 that will never be moved (they ebayed the other one for £40000 lol after being sat on display at the side of the motorway for years)

Just because its underground for a long time doesn't mean its digging an underground base, its real hard to get these out of the ground once they go in, they have to tunnel back out because most of them close up the hole by a foot or 2 with concrete walls as they pass through, Its not as simple as just putting it in reverse hence the reason so many get left underground

Video cameras are common at substations due to theft of materials such as copper wiring.

Brick walls and steel gates... hmmm... brick to "hide", visually, the contents of the facility, steel gate for security as well as ease of access- gate is motorized.

New substation nearby sounds like a decent reason to bore a tunnel- substations are often interconnected.
Ever try to bore through mud and seal the tunnel, or set a foundation in an underground lake?
