If there ever were a significant amount of change where government need not exist, than it would come from a shifting of perspective and change in mind in the entire populace of the world.

The only bad thing is that it only takes a few bad apples to spoil it for everyone, so only if absolutely everyone is on the same page can such a thing occur.

But what would such a perspective entail, natural law, no law? Who knows.
