Paul's numbers didn't fall they went up, Santorum took votes from Bachmann and Gingrich, who was in the lead two weeks before the caucus.

I see the same story being talked about, 2 votes turned into 20, it was one incident, an incident that is non consequential since delegates are divided proportionately, the top 3 vote getters will all receive the same amount of delegates, unless the nomination has been decided by the time the delegates are chosen, which was the case with McCain who received all Iowa delegates even though Huckabee had "won" Iowa.
