Well we don't know. I said that because, I thought it was odd she had a "W" instead of her last name. When does that ever happen? You would think any governmant agency, especially locally would want to be transparent, as to not cause any danger to a health inspector because their name badge looks like she made it at her computer.

We don't know if she searched areas covered by the 4th amendment because we don't know if a judge would consider his dirt work covered by the amendment or not. If he's privatized his yard in any way, that could be enough for coverage under the amendment. Also, this happened in Indiana, not Ohio. IC 16-20-1-23 is the relevent Indiana code.
Ohio Revised Code 2911.21(A) exempts people with "privilege" to enter private property. ORC 3709.22 allows boards of health districts to provide inspections to prevent disease. Generally, state laws against trespassing exempt government agents for certain purposes. And since she searched areas not protected by the U.S. 4th Amendment, it is not a constitutional requirement that she get a warrant.
