One major impact of this act is that it allows for indefinite detention of US Citizens in military custody with no charge, no trial and no oversight. I can't find the specific language that allows that, it seems the closest language to that is a double negative.

Another quite interesting section is the identification of non-citizens with skills that the defense department may want to use.

* Obama’s veto threat was never about stopping detention without trial of American citizens, it was about ensuring that the federal government didn’t completely hand such powers over to the U.S. military, and enshrining into law Obama’s unconstitutional policy of targeting Americans as terrorists without the legal requirement to offer any proof.
