You're right, they use it for a lot of things. I went to visit a prison and they mark the back of your hand with a "V" in this ink so that they know you're a visitor when it's time to leave. I wouldn't bash the cops for this, it's no different than chalking a tire wall to indicate that you're cruising in a section of street where cruising isn't allowed to alleviate traffic.
Using the UV ink they can identify those who have been arrested already, and handle the second arrest as appropriate. It's not to target them like nazis or anything, it's just an aide in administration and efficiency in a tough time.
