What is the point in banning clusterbombs and landmines...and keeping nuclear tipped missiles, can anyone give me some idea who makes these rules up.

There has to be an END ALL weapon at ready to keep the dominance in the worlds governments. Without this threat, ANY country could try to grow a pair and invade somenone else. Japan was a good example

As for "the rules"? Well, some old, lonely, sad white guy probably invented them.
