Suuuure, the government did not have clue...A rogue scientist just happens to a mass all the equipment and supplies for a prohibited program.

So US-ally is trying to create WMD's. Isn't this a potential threat and should be put under sanctions and maybe later make a pre-emptive strike against South Korean nuclear facilities to prevent the development of nukes?

This is very dumb of South Korea. With allies like the US, which is whats stoping North Korea from making it one bigger Korea.

If they keep this up we will not protect them if NK tries anything.

and if just those two counties fought North Korea would be the winner (maybe thats why there developing them).

But still it might eventually leed to thier demise.
