Here's another article from 10-2010 that discussed the exact same project, so it seems that the claim that it's been ongoing for 17 months is legit.

Source

Here's another article from April of this year:

Source

In that second article it mentions that the project will continue for years to come and the cost is 376 million. I'm an architect and have been involved in some really large HVAC projects both in new construction and in renovations/ replacements in high security environments, and if this truly is an HVAC replacement then they need to immediately fire the contractor because it should have been a 2 or 3 month project at the most, and should have cost 6 figures instead of 9 (and 6 figures is pretty extravagant for HVAC on something the size of the White House). I wish I could see more pictures of the site to see if I could figure out what's really going on, but it sure sounds like there's more to this than we're being told. If it's a bunker expansion then I don't blame them for being secretive about it, if terrorists were to find out that's what was happening it wouldn't be hard for them to get a job with one of the contractors and get access to the construction documents. You definitely would not want the construction documents for a secure bunker to fall into the wrong hands.

Well its a heckuva stretch, but maybe we're working on energy independence by installing a mini thorium reactor under the white house to provide power?

That'd be the single best answer that I could imagine. It'd put a smile on my face. More likely its just the complete renovation of the multiple CBRN systems (must be at least 3 -primary and backup plus the one down for maintenance.)

I would say some form of bunker as well.. No way they would dig that deep for air conditioning and electronic system and neither would it take 17 months+.

Depends, maybe the workmen are french

Article goes on to say it is basically a new base of operations, for emergency situations. $376 million is alot for just HVAC and Electrical upgrades. I agree with some of the speculation that they are getting their own power plant, likely buried nuclear and a visible Solar array. For the cost and duration of the build they likely will get every bell and whistle for a long term self sustainable stay.

Question I have is when is this going to be completed? They definitely are planning for something major to happen.

Seriously, who puts their house's AC & electrical system under their front lawn?

The White House. Okay, technically it's under the residence, but the only way to get anything under the residence is to tear up whatever's in the way, so if you want to expand the basement non-destructively you have to go down through the lawn.

This particular hole, though, is outside the West Wing. The Wing could be getting its own plant, to use in case the residence plant fails, or it could be some kind of bunker. Bunker makes sense; the PEOC is under the East Wing, and in an emergency you don't want your nation's principals running all the way across the White House to get to the shelter.

COG is all classified. EO 13526 1.4(g): vulnerabilities or capabilities of systems, installations, infrastructures, projects, plans, or protection services relating to the national security.

My guess is its a newly developed escape rocket or rather, a set number of them each large enough for about 5 people and can be set to go to different locations in case of an impending attack, or when the people uprise in numbers big enough to storm the white house or when China or Russia invade, the prez and his buddies can say "this job kinda sucks now... I'm outta here! See ya later f#ers!" A big automatic door will open and the missile-pods will begin to launch out, one after the other, Apache helis will already be en route from one of hundreds of U.S. military bases scattered across the globe to retrieve each pod from a location somewhere in the ocean, or maybe they come equipped with parachutes and a small retro-boost for a cushioned landing on a mountaintop somewhere or even within the borders of a military installation somewhere in South America. Each pod will of course be decked out with weapons, food, survival/first aid gear, communications devices, etc., etc., etc...

Looks like Obama's preparing for another 4 years in office

Besides, it's way too deep for a swimming pool.
I'm going for the moat theory

Ummm, ok ill be the one to ask... Why would that put a smile on your face? Are you an Elite? No? Then don't expect to reap the benefits of this technology if it exists.

Or are you just Such a tech geek that it makes you cream in your jeans just knowing that the tech is being used SOMEwhere by SOMEone, even if you paid for it and it won't benefit you? I just... Cannot comprehend why this would put a smile on your face.

Do you enjoy being screwed over? And over... And over again? Let's see, by your guess, they have a technology that can make the world a better place. But nope, they are gonna keep it for themselves and not let any of us use it so then their corporate buddies continue to make money off of us until every last drop of oil has been used and the price has been jacked up to a quarter million dollars a barrel. And this. Makes you. .......smile?!

Tell me, who is your primary care physician? I'd like to get myself a prescription of Fukitol for myself, too, please??

im a commercial hvac technician. the only way this could be hvac work is if the white house is cooled by chill water. the white house most likely uses chill water absorbers which doesn't need any air circulation to operate it only requires steam but are they gonna put a boiler down under the lawn for a large enough absorber (im guessing 500 tons) i dont think so unless there's good ventilation for the boiler itself and a regular refrigerant system would not work at all and 17 months to run electrical wire ? i say they're full of baloney

Course they are full of balony.
Every elite has to have a bunker . If they havent got then they aint the elite . The best place is the back garden. Someone has an ounce of sense there .

Maybe it's more secure under the lawn than up top, where (theorectically) a person could access the system and introduce something into the system? I have no idea

well you should probably have taken the time to read the link.

"Because thorium reactors will make nuclear reactors more decentralized. Because of no risk of proliferation or meltdown, thorium reactors can be made of almost any size. A 500 ton, 100MW SSTAR-sized thorium reactor could fit in a large industrial room, require little maintenance, and only cost $25 million. A hypothetical 5 ton, truck-sized 1 MW thorium reactor might run for only $250,000 but would generate enough electricity for 1,000 people for the duration of its operating lifetime, using only 20 kg of thorium fuel per year, running almost automatically, and requiring safety checks as infrequently as once a year. That would be as little as $200/year after capital costs are paid off, for a thousand-persons worth of electricity! An annual visit by a safety inspector might add another $200 to the bill. A town of 1,000 could pool $250K for the reactor at the cost of $250 each, then pay $400/year collectively, or $0.40/year each for fuel and maintenance. These reactors could be built by the thousands, further driving down manufacturing costs."

link

for the price of a house, a 1mw reactor would be a heckuva investment as I could use it to power my house and workshop and still sell a ton back to the grid if I so desired. or i could set up a series of electric car charging stations coast to coast each with their own reactor, or I could build a giant laser beam to blow up the moon and hold the earth hostage. ok, maybe not that one, but you get the idea. the possibilities for growth and development are endless once you have 1mw of power at your fingertips.

How about electric powered ships? Using thorium reactors on large container ships similar to the way we use much more dangerous reactors on aircraft carriers. Think of the end of oil spills from ships running aground and breaking open think of cleaner waters at the beach because the tankers running up and down the coast are not exhausting into the water, contaminating our ecosystems.

Yes it would cost to retrofit the ships, but it would also allow additional capacity as you do not need the additional space for fuel on board in addition to powerplants, it is all contained and could be maintained 1-2x a year in port

This likely wouldn't apply to pleasure craft, as the avg person probably won't want a nuclear reactor in their 25' day cruiser, but an electric charging station for boats at dock could be just as viable as charging stations for cars.

How about the construction of a high speed mag-lev train system? it's being talked about up and down both coasts and coast to coast. well it needs power from somewhere, and it makes more sense to decentralize the power system to ease loads and prevent the rolling brown-outs and black-outs that our current grid provides. not to mention the removal of large targets for conventional and cyber terrorist attack that our current nuclear plants provide.

As to the assertion that the use of this by elites is a negative thing. on the contrary, every watt of power that comes from a better nuclear source than uranium and plutonium is a hop, skip, and jump in the right direction. we clearly do not have the control necessary to safely run our current nuclear power as they are built on faults, have a history of leaking radioactive elements into our water supplies, and pose a threat of runaway meltdown.

"Do you enjoy being screwed over? And over... And over again? Let's see, by your guess, they have a technology that can make the world a better place. LOS ALAMOS NATIONAL LAB

no guess, it is there and has been researched with tax dollars. why not actually use something that we've invested in, unlike half of the research projects on the dod and nasa budgets?

You're right about air circulation, and the NEC(National Electrical Code) states the deepest electrical lines need to be buried is 3 ft.

For them to be installing massive concrete structures to me indicates a need to hide underground.

i vaguely remember something about more transparency needed in the last election, and after Obama's first day in office secrecy has been the motto.

It's a new vault for storing the gold that disappeared from the Twin Towers, preceding the tragic events of 9/11.
I wouldn't be surprized to learn that gold has been disappearing from Fort Knox also!

The big hole in the lawn is simple. The tectonic plates along the entire mountain ranges have active volcanic activity caused by the New World Ordered weapons able to pulse the activity needed for the Earth to continue to wobble, gyrate and spin plus keep its axis. The weapons are there and they know it. With the recent activity it is no surprise to the area experts that they have been warned global warming is here and the earth remains active.
