Not quite true, odds are The WDS has him under their protection meaning, he is fed info to leak with the total back of WDS. When you've got an equal and more powerful ally protecting you from an equally as capable adversary you could effectively leverage your target and force them to back off.
If The WDS were able to secure that many high ranking people in one spot obviously they've got the clout and resources at their disposal to protect information agents such as Fulford.
IE, WDS issues an edict decreeing that if anything were to happen to Mr. Fulford that can be taken as an act of aggression and will be dealt with accordingly that alone could get The SCUM to back down right quick.
The SCUM aren't as smart and intelligent as everyone gives them credit for.
This is how high stakes international leverage works.
