I am obviously missing something

I cannot figure out how to uplaod pictures, every time I try to I'm told that uploading is temporarily disabled. All i'd really like to do is figure out how to get an avatar. I know that there are posts that tell how, but when it comes to this I seem to be unable to do what I wish to do. I could use some help maybe a p2p (or u2u whatever it's called) with instructions on how to do so. I appreciate any help.

There is also/or was a size limit to the pictures/megapixels/file size. That got in my way last time I
tried to upload pix. You might want to check into that as well.

if the picture is to large you will get a scroll bar under it so u can search across the picture
