As you said, he's "looking up and down and around". That's an exaggerated eye-roll. In an eyeroll, the eyes move not only up (same as when he looks up), but also around and down (same as when he looks around and down). Your own description fits an eyeroll perfectly. He's moving his whole head instead of just his eyes, but since his eyes are in his head, they follow the same path.

I am sorry. They knew that many many eyes were watching the chat room and they had an excellent opportunity to silence those rumors once and for all. Instead, they took a stance of avoiding questions, give vague negative answers and finally, just shut the door.
