It's not only ok, it's necessary at the local level for essential services. That's why I hate it when Obama starts saying "pass this bill or we'll have to lay off cops and firefighters."
The feds have nothing to do with our cops and firefighters!

I'm glad to see you've realized the importance of socialism in modern society! I'm sorry to see you don't realize the amount of money the federal government puts towards government employees such cops, firefighters and teachers.
USA Spending is a great site to see where all that money goes. Go ahead, call your city council and find out how much their firefighters and police have received in federal dollars this year.
The states can't stand on their own for a lot of things without federal support. If you honestly believe that everything in your state is provided by your state alone you are very, very mistaken.
