part of it is true. Back where I am from I heard some friends from the military talking about this. After all it would be a smart thinking from the US part... but, wouldn;'t this be complicated?
I am just wondering...

don;t forget that during the war it does not matter who is neutral
we get to fire at everything
especially "neutral" spots
