hope you know a bit about electronics. most circuits on-line will only give you around 50kv, but you can increase the size of the multiplier without limit. eventually you will run into arcing problems, and you will have to cover everything in lacquer or varnish. you can also use the HT-transformer from a microwave-oven that drives a large multiplier stack. just remember to have bleeder-resistors over the caps, otherwise you might be in for a severe shock a couple of weeks after you turned off the psu

Any case, it is a fun project, if you don't blow up too much in the process

I'm going to submerge it in oil.

Perhaps you should reconsider your specifications? You do understand that a 300,000 Vdc @ 0.030 amps needs close to 10,000 watts of input power to operate? This supply will need at least a 60 amp 240 Vac single phase outlet to deliver the specified power.

From a practical standpoint, every open air connection about 50,000 volts needs a potential equalizing surface to prevent premature flash over. And at 300,000 volts you will need to fence off at least a 25 foot minimum diameter circle around the 300,000 volt electrode. Did I mention that the electronics must be submerged in dielectric oil or under pressure with SF6 (Sulfur Hexafluoride); you can get it in 1,200 pound tanks (it is sold as a liquid) for a few hundred.
