Groom Lake/Area 51 Security Manual


The following may be the Air Force manual mentioned in recent
news articles about the ongoing Groom Lake hazardous waste
lawsuit. The plaintiff's lawyer, Jonathan Turley, says the Air
Force is seeking to classify this previously unclassified
document, and he fears that government officials may soon seize
his files relating to the case as a result. This appears to be
the first time that the government has sought to increase the
security classification of an already-public document to prevent its introduction
in a lawsuit against the government.

This document has been floating around for a while (over a year),
and there
appear to be a number of copies in private hands. The document
came to me anonymously and unsolicited some time ago. Since I do
not know where it came from, I cannot vouch for its authenticity,
but a map of fire department response positions (page 10) does
appear to show the Groom Lake base. I have never been in contact
with Mr. Turley regarding this document, so I cannot be sure it is
the same one that is now a focus of contention in his case.

The owner of the document is not specified on or within it. The
words "Secret" or "Classified" do not appear anywhere on the
document, although "DO NOT REMOVE FROM SITE - OFFICIAL USE ONLY"
appears on the top and bottom of every page.

Items below in italics are comments that are not part of the
original document. Otherwise, the entire text is reprinted from

Ohk so it's a training manual specifically written for A51.. I'm not sure why you cut and pasted the call signs as if they are truly used.

I see.. well I'm not the greatest at starting a thread but a little advice before you post 1: Do a search to see if it's already been posted.. because this was posted already back in 2002 2: Do a little more research into something before you post it, other ATS members will either ignore you, or tear into you and discredit you into embarressment.

The manual predates the use of DES encrypted EDACS radios at Groom [Often incorrectly called ProVoice encryption.] However, I can verify that the PONY callsign has been used in the last few years.

That is an old manual. A newer security manual can be found at
area51looseends.blogspot.com...

Glenn Campbell the singer is doing a farewell tour. Sadly, he has Alzheimer's. He occasionally forgets the lyrics, though you have to wonder why he doesn't go new school and use a teleprompter like a lot of rock stars these days.

Glenn Campbell the Area 51 researcher has become a nomad, though he doesn't want you to feel sad about his new life. You can read his blog and get more info.

I posted the new security manual a few years ago, but since this thread showed up, I figured it is best to give it's location again.

A "bogey" at Groom Lake happens more often than you think, but they are Red Flag aircraft that "broke the box."

The airspace over Groom Lake is restricted. During the Red Flag exercises, the airspace over Groom Lake is treated as a neutral country and a "no fly" zone. If you cross the box, you are removed from the game, sent back to Nellis, and presumably chewed out.

I recall some civilian plane landing at Groom, but not the details. A "bogey" at Groom Lake happens more often than you think, but they are Red Flag aircraft that "broke the box."

I am aware that the punishment for certain of the above referenced statutes can be imprisonment for any term of years or for life.

I do therefore solemnly swear or affirm that I shall never divulge, publish, or release, either by word, conduct, or any other means, the content or substance of the classified security data or information of which I have become aware. Only written official notice of specific authorization will release me from this obligation.

I further understand that no change in my assignment, employment, residence, or citizenship will ever relieve me of my responsibilities under this oath, except as defined above.

SECURITY CATEGORIES

SECURITY CATEGORIES ARE DIFFERENT POSTURES OF SECURITY REQUIRED TO MEET SECURITY OBJECTIVES OF DEPARTMENTAL PROGRAMS. THE POSTURES MAY EFFECT SITE OPERATIONS INVOLVING NON-PERMANENT PERSONNEL NOT CLEARED ON THAT PROGRAM. THE CATEGORIES ARE AS FOLLOWS:

CATEGORY 1: THIS IS THE SECURITY POSTURE DURING NON-DUTY HOURS WHEN PROGRAM ACTIVITIES ARE NOT IN OPERATION AND THE MAJORITY OF THE BASE POPULACE HAS COMPLETED DUTY FOR THE DAY.

CATEGORY 2: THIS IS THE SECURITY POSTURE DURING NORMAL DUTY HOURS WHEN PROGRAM ASSESTS ARE NOT EXPOSED AND THE MAJORITY OF THE BASE POPULACE IS PRESENT FOR DUTY.

CATEGORY 3: THIS IS AN INCREASED SECURITY POSTURE REQUIRED FOR DEPARTMENTAL PROGRAMS. THE LETTER DESIGNATORS FOLLOWING THE NUMBER '3' WILL IDENTIFY THE PROGRAM AS IDENTIFIED IN DET 3 REG 125-2. THIS CATEGORY WILL BE IN EFFECT WHENEVER DEPARTMENTAL PROGRAM ASSESTS ARE EXPOSED ON THE GROUND AND INADVERTENT EXPOSURE TO NON-CLEARED PERSONNEL IS HIGHLY POSSIBLE. NON-PERMANENT PERSONNEL NOT CLEARED FOR THAT PROGRAM WILL BE SEQUESTERED.

I've seen interviews with former Area 51 workers who discussed Category 3 security. They reported being sequestered in the mess hall during certain operations, most notably the take off and landing of the stealth fighter. The mess hall had no windows to peer from. Its also interesting to note that this manual must have been post-1970 when the Air Force assumed operations because it is title Detachment 3, not Area 51 or other nickname.

This is a good thread. I've never seen this manual before. Seems legit.

The title stands for "Detachment 3 Security Personnel" in case you hadn't already figured it out.

The "RACHEL, HIGHWAY 375, NTS, GREENPEACE ROAD" segment makes sense.
Rachel is the nearest town.
Highway 375 is the nearest major roadway.
NTS is the Nevada Test Site.
Greenpeace Road is most likely the road to the main gate.

By using call signs for these places, any intercepted communication wouldn't clue the listener in to where the broadcast was coming from.

Yeah, its a pretty cool security manual. Its pretty basic, there's nothing too far-fetched in it. Its provides a little peek into the Operating Area near Nellis Air Force Base, or Detachment 3 of the Air Force, lol
