Neither link works but your first quote refers to "virus sequencing technology" - not virus sequences. Two very different things.

Most important - the technologies and virus sequences are, and have been in corporate hands since their discovery. [How else do you think Big Pharma comes up with all their mega-billion dollar "treatments"?] ....All that's happening now is that public bodies are seeking access.

I'm just blown away by all the fuss and panic that ensues when scientists committed to Open Access start doing the same things Big Pharma has been doing for the past century.

The viruses will be used in optical imaging to identify host factors required for viral replication. The recipient in the USA is, according to the enclosed end use certificate, the Department of the Army "US Army Medical Research Institute for Infectious Diseases (USAMRIID)" Fort Detrick, Maryland. Specifications in English about the goods, the recipient and end use can be seen from the end use certificate. They didn't raise concern. They delayed it, and answered the request by saying they would only accept an individual request that would be studied after such submission.

This is how these agencies communicate, and someone like yourself, by not knowing this is normal and standard, becomes alarmed without the need for it.

You put your cute words in red, and you wave your arms in the air, and the word highlighted is "DENY", so people think that doomsday must be around the corner or that a US agency/army is going to spread a green gas around the globe while someone with an evil laugh pets the cat's head and looks into an 80's-styled global projection.

That's very good in a Bond movie, but this is not how things work in the real world.

Anytime a new string appears, you need to update your own database. Maybe that update comes from California, and it's within your jurisdiction. But most of the times another nation discovers something, or updates their findings, or whatever... And in that case, like international laws state on that matter you need to make a request. Or it could be that you simply need more material to study in a lab...

Those little bugs are serious, and you are not even allowed to store certain types of virus and bacteria, unless.... you guessed it(I hope)! You make a request for it!

Germany isn't the virus-god here. In practice, they don't have any authority over the U.S. Army or any other agency to say to them "you can't have this" unless it's their private patented property. The only reason why the U.S. is asking them, it's because it saves time and money, instead of developing and doing all the research on their own. This is what is called "cooperation".

Who received the request - and like any other German, who are obsessed with order and doing things right and formally - noticed that an element was missing. This could mean that someone forgot to put the right stamp on it, or that a terrorist somewhere was trying to replicate an official request so they could get their hands on some viruses.

That's why they denied it and requested a follow up request.

Again, this is everyday stuff if you work in the viral industry.

The Army's end use certificate provided to Germany is lacking an official seal. Klinger's deputy, Nancy Reck, noted that Germany had made two follow-up requests to the Army seeking assurances and clarifications related to this proposed export. The GOG seeks assurances from the USG or US Army that the end use certificate and the information contained therein are legitimate and accurate.

This basically means they were not sure the request was official... They aren't scare of what americans are going to do with it, they are not even scared about americans asking for it. They were reluctant to hand it over without checking for the official mark (whatever it is) first.

Against the background of our partnership in the area of non-proliferation and our excellent cooperation in the matters of export controls, we would like to bring the following issue to the attention of your government.

A.K.A. -> "someone on your side f# up the request homie".

Because of the particular criticality of these goods, the German federal government practices an exceptionally restrictive approval policy for such exports.
