Well, the way I see it is that since the CIA "cannot" conduct operations on it's own citizens they are going to dis assemble the agency. With out the agency and it's restrictions, they can take all those former operatives and apply their skills with out any legal repurcussions. Wait it gets worse, we are left depending on out side intelligence for our info. Not that the Navy can't handle our intelligence needs, but there goes all of our established contacts and sources. The CIA are not incapable, other wise they would have been finished along time ago.

Obviously something has to be done to placate public fears about intelligence. The two biggest investigations of the 21st century both concluded U.S. intelligence organizations were incompetent. Would it be better to allow the status quo of intelligence to remain to lie/screw up again or at least publicly appear to attempt to "fix" it?
