If you want to lower population growth then it would be better to improve living standards in third world countries, as that has shown to significantly lower population growth.
Most western countries today would have negative growth if it wasn't for immigration.
I personally dont think over population is a problem like some say as it seems like it will flat out soon.

I also bet nature will take care of it eventually with some mass extinction in the form of asteroid impact, famine or similar.
