An entire 20-man police force resigned in a northern Mexican town after a series of attacks that killed the police chief and five officers over the last three months, state officials said Thursday.
The officers’ resignation Thursday left the 13,000 people of Ascension without local police services, Chihuahua state chief prosecutor Carlos Manuel Salas said. State and federal police have moved in to take over police work, he said.

Simple fact of the matter is, no matter how well trained and how well armed the police forces are, they have to abide by a set of rules. Codes of conduct if you will.
The "lowly thugs" are comprised of police officers, military, ex-military, street thugs that do not have to abide by any rules other than those set forth by their cartel leaders and capos. Those rules are relatively simple: Get me my money.
With that said, a drug war will be a war lost, long before the first shot is ever fired.

And what message does it send to the gangs? Go attack all the police establishments, cause if one will quit, others will too if attacked enough?

Option A: You are bribed to look the other way and give safe passage to the cartels. Everyone else is doing it. You can make more money than you could at probably any other comparable career. Unemployment is high. The government is corrupt. The people assume you are corrupt if you wear a badge anyway. You can't trust your superiors.
Option B: You fight the good fight. You make an honorable stand. Your children are kidnapped and slaughtered. Your wife is brutally raped and murdered. You are hailed kidnapped and slowly tortured to death and hung from a bridge to send a message to other cops. Congratulations, you died for nothing. You are 1 of 40,000 others to die meaningless deaths in the drug war in Mexico
Option C: # this. I quit.
Option C seems the most honorable to me.
