Some kind of reflection or camera flare of the very bright lights of the building, or possibly something on the ground not shown in the video. Are there any photos available of the lights of the building and the surrounding area that aren't completely blown out? I think you'll probably find that the lights are the same shape as the "UFOs."

I'm not saying the OP's vid is or isn't spotlights, but here is an example.

UFO reports by locals in Elista, turns out to be nothing more than spotlights for a local shopping centre.
