Absolutely. Repeal the 16th amendment with all taxes collected at a flat rate at all pionts of sale for goods and services at 15%. Specify that rate that would require an amendment to the constitution to change it. Taxing income is killing the desire to succeed greater than the day before.

Replace social security, all healthcare and retirement savings accounts with family pooled living accounts that no govt can ever touch in any way and can be passed on generation to generation. Out of these accounts catastrophic health coverage can be shopped for, all living expenses once 70 are paid, etc. The family pool is in charge of dispersing funds by signed vote. The family pool is responsible to put in the suggested 30-40% of all income (which will be fairly easy if income taxes and FICA are not taken out of peoples checks and instead go into the family pool account)

Of course this would disempower congress and all govt. upon the individuals on how they vote so it'll never happen.

Heres my solution....
Firstly id surprise drug test the whole effin lot, and fire every one stoned.
Then id go after the drunks and malingering ones.
After that there should be a lot of minor theft stopped.
then id begin to investigate the hierachy through the ones that we fired previously just in case we missed any.
By then the real criminals(those whose greed exceeds the average petty theft,) should succumb to a full forensic audit of the previous year.
Any left will cease their opperations after that message.
We can replace them with the unemployed and gi
ve them a chance to show how honest they are...
I am sure we could clean things up considerabley.

The basic law id enact is that goverment cannot spend money they dont have in hand or in budget unless its for the infrastructure or emergencies like katrinas etc.
Enact a law that the country must be polled before any warlike actions are commintted to on a major level.
Like Iraq, Libya, afghanistan, etc.....
No more free lunches for politicians .
No more corporate donations of any type whatsoever, even a free pen would get yer ass booted out.
Then id pass a law that the more money you make, the more you pay in a sliding scale....
The people would be guaranteed an income that coveredbasic nessesity and housiong.
Other than that, everyone would have to work at something to collect it.
If you were unemployed, you would be expected to work for the goverment at whatever you could do...
part time of course, but you could not layabout so easily.
Young people too would be expected to participate in the countrys work needs a certain amount.
On the other hand, there would be plenty to go around and everyone would contribute.
For the ambitious there would be the bragging rights about just how much tax you pay, the more the better man you are....or woman
maybe wed get this old world together as one after all.....
